Effects of air pollution on public health in China: A health production function approach

Abstract:

Based on the health production function, this paper has constructed an econometric model for evaluating the impact of air pollution on public health with considerations to the index of polluting gases discharged from industrial production and people’s consumption. Then the concrete impact of long-term air pollution on public health in China has been analyzed and tested at the macro level by applying the panel data of 31 provinces in Mainland China from 1998 to 2010. The results show that, among the main polluting gases like SO2, soot and dust discharged from industrial production, only industrial dust emission has extremely significant negative effect on public health; while as seen from the polluting gases like SO2, soot and dust discharged from people’s consumption, they all have extremely significant negative impact on public health. In addition, according to the degree of impact of various variables reflecting air pollutions on public health, industrial dust emission has the heaviest impact on public health, while SO2 and soot discharged from people’s consumption have relatively smaller impact on public health. The results obtained from this research will provide some beneficial enlightenment for China’s environmental management department to perfect the air pollution management and control policies.
