Yongding River Basin water environmental restoration cost

Abstract:

The paper focuses on the development of the most effective and economical tool for water quantity and quality restoration cost to restore watershed water environment and ecology. Restoration of damaged water environment costs more than protection of resources ahead of damage. Technical feasibility and scientific validity is a key precondition to assess environmental restoration its integrity in specific district. At present, a series of technical feasible practices have been performed in China, such as payments for environmental services. Nonetheless, watershed water environmental restoration cost based on water quantity and quality hasn’t been systematically calculated, especially in Yongding River Basin. Since Yongding River Basin water is deficient, not fit for drinking due to poor water quality, therefore, water environmental restoration cost calculation is necessary to assist ecological protection. Appropriate control standard on water quantity and quality is an effective reference to reduce external competitiveness of water resources allocation. Water quantity restoration cost includes water related tax and watershed river main stream water allocation provision. We develop a set of alternative equations for quantitative evaluation of water quantity restoration value cost under different rainfall probabilities. The main water quantity restoration cost in Yongding river is 36 million Yuan. Taking into account water quality class and water bodies permissible pollution bearing capacity, we estimate water quality restoration cost is 260 million Yuan. Under this circumstance, the upstream should be responsible for all the cost. Besides the technology feasible methods, scientific valid approach should be based on social feasibility level. In order to facilitate the necessary social commitments to restoration, we apply multivariate analysis to discuss water environmental restoration cost in terms of cost effectiveness and the probability of exceeding limiting pollutant concentration. In summary, we conclude that watershed environmental restoration in terms of technical feasibility and scientific validity can effectively accelerate ecological protection progress and facilitate ecosystem conservation, especially in water shortage watershed.
