Performance evaluation of a safe drinking water project in rural China from the perspective of farmers

Abstract:

A better understanding of the attitude and preferences of water users can contribute to enhancements in water management and acceptability of potential improvement projects. This paper focuses on performance evaluation of safe drinking water projects from the perspective of farmers. A composite indicator of water users’ satisfaction index for water supply service (WUSI) was proposed, including their satisfaction with water quality, continuity, quantity, price, infrastructure facilities, monitoring and maintenance. A survey on farmers was conducted in Lishui County under the Safe Drinking Water Projects in rural China. The results indicate that most of the farmers were satisfied with the current water supply service. Among the three main types of water supply projects, the improved County-level and Township waterworks relatively provide better services than Village waterworks. Regarding the six indices, the index of water price at low levels shows that pricing is the major concern for all three types of suppliers, so a suitable water pricing system is required to fit the certain service quality. The results of farmers’ attitude and willingness to pay indicate that propaganda and education about clean water should be enhanced, and that a water users’ participation mechanism could be developed.
