Policy-guided nationwide ecological recovery: Assessment of the Grain-to-Green Program of China

Abstract:

The Grain-to-Green Program (GTGP) of China, which was launched in 1999, is not only a nationwide ecological recovery project but also the largest payment-for-ecosystem-service program. To assess the ecological, economic and social effects of the GTGP systematically, this paper illustrates and summarizes the achievements of this program throughout its 10 years of implementation. Cumulative farmlands in China, which total 26.867 million hectares in area, have been returned for use in forestry or as pastures. Moreover, a national average rate of 36.67 g·m-2·yr-1 soil organic carbon sequestration in the top 20 cm soil was achieved after the programs implementation. In addition, the program has made surplus labour more sustainable and has created more lucrative activities that significantly improved the economic structure of rural China. The GTGP has also improved the socio-economic well-being of most participant households. Therefore, the GTGP has been proven to achieve favourable ecological results, increase farmers’ net incomes and make a profound social impact.
