The developmental level and improvement strategies of constructing low-carbon city in China: A case of the pilot project to build low-carbon cities

Abstract:Threatened by the huge pressure caused by climate change, low-carbon cities have become an inevitable part of urban evolution. This paper gives measurement and comparisons of the low-carbon city development level in different regions under the equilibrium hypothesis by constructing models. The results showed that the low-carbon city development level scores of Tianjing, Baoding, Shenzhen are the highest, grade-two cities are Hangzhou and Xiamen, grade-three cities are Chongqing, Nanchang and Guiyang. We should developing urban low-carbon economy; establishing the concept of ecological civilisation and developing low-carbon consumption system; developing energy-efficient transportation system; developing low carbon living environment; enhancing the city’s ability to address global climate change; and establishing urban carbon emissions assessment system.
