Political factor in implementing the sustainable food agricultural land policy for protecting rice field in Bantaeng Regency

Abstract:

This paper intends to identify the implementing the sustainable food agricultural land policy for protecting rice field in Bantaeng Regency, Province of Central Sulawesi, Indonesia. This paper is based on a descriptive qualitative research where the primer data were collected through observation and in-depth interview with informant and the secondary data were collected through documentation technique by doing documents investigation related to this research. The result of this research showed that the factor and political support, both of supra-political structure,  the support of legislative (Parliament) and infra political structure (Political Party Politics) in the sustainable of rice field protection in Bantaeng not run as expected as the mandate of constitution Number 41 of and Government Regulation Number. 1 of 2011 on the conversion of sustainable food agricultural land. This is indicated by the absence of the Local Regulation (Perda) as a product of legislative that specifically prohibits conversion of rice fields and not publishing Rice fields land, both that exist and that are potentially in the regulation of Long Term Development Plan (RPJP) and the Regional Regulation of the Medium Term Development Plan of Bantaeng. The same thing is also shown by the non-functioning of both Parties in carrying out the functions of political communication to the community on the importance of  regulations regarding to the protection of sustainable food agricultural land of rice field to the constituents or the public.
